Western Irrigation Network (WIN): Greater Western Water.

The Western Irrigation Network (WIN) is a major recycled water irrigation scheme for the Parwan-Balliang agricultural district to the west of Melbourne valued at $116 million, this project was developed to supply 19 GL of recycled water through 50 km of pipelines, pump stations and storages. 

Sequana played a pivotal role in the Western Irrigation Network (WIN) Project through both the project feasibility and optioneering phase and the project delivery phase.

Phase 1:  Project Feasibility – Included the preparation of a detailed project procurement strategy that included an assessment of the range of delivery options, including design then construct, D&C, Alliancing and PPP.  Sequana prepared a feasibility study and completed an options analysis, which included a cost-benefit analysis, whole-of-life costing and risk assessment to determine the preferred option. Sequana also led the complex market sounding and commercial engagement to achieve agreement with landholders to firmly commit to taking recycled water under the full range of climatic circumstances. This involved developing commercial and operational risk mitigation strategies to avoid the risk of irrigators defaulting on the agreement.

With Sequana’s support, Western Water was able to assess and identify the most cost-effective and efficient option for delivering the WIN project. Sequana’sextensive experience and past success with the development of Government-funded business cases ensured internal and external commitment for the project to proceed.  The business case was subsequently approved and submitted to the Commonwealth for funding approval. The project achieved Commonwealth endorsement and funding of $90 million towards the capital cost of $116 million.

Phase 2: Project Delivery – Based on the successful completion of the previous engagement, Sequana were engaged to support the project management of the detailed design, approvals, procurement, and construction phases of the WIN project. Sequana’s team led the development of an implementation strategy and oversaw the construction of a new 1.1-GL recycled water storage and facilitated the contract award for the interconnector pipeline. With ongoing work packages tracking on time and on budget, WIN continues to progress as a result of Sequana’s comprehensive project management oversight and strategic guidance.

Sequana continues to support the Water Corporation to obtain regulatory approvals for the works, to procure contractors to deliver the works, and to manage the works delivery.
