Sunraysia Water Efficiency Program: Lower Murray Water.

The Lower Murray Water (LMW) Sunraysia Water Efficiency Project (SWEP) is a $37.9 million project funded by the Commonwealth Government. 

The project involves three components – fixing leaky channels by lining or replacing pipelines; removing old water wheels; and replacing inaccurate flowmeters.  The objective of the project is to recover water losses from across the irrigation network, to be reallocated to contribute 1.8 GL for environmental outcomes in the Murray-Darling Basin, with any additional savings split 50/50 between Traditional Owners and improving urban water security for Mallee towns.

Sequana partnered with LMW to successfully deliver the project from conceptualisation through to completion, including:

Phase 1 – Business Case:  As part of developing the Business Case for the project, LMW engaged Sequana to perform an independent review of the project. The business case was developed to seek funding under the Commonwealth’s Water Efficiency Program, with the proposed project to involve channel lining, meter outlet replacements, and decommissioning works. This assignment included reviewing the scope of works to be delivered, consulting with key staff from LMW to ensure that all components had been captured, analysing and updating the cost estimates including sensitivity analysis using Monte Carlo simulations, and comparing those costs with similar, recent projects to provide a high degree of confidence to LMW and prospective project funders.

Phase 2 – Project Initiation & Delivery:  Sequana was engaged to embed expert resources into LMW to lead the establishment and delivery of the project on their behalf. The Sequana team were the first resources to work on the project, establishing the management systems, governance arrangements, risk management practices, and resourcing strategy for the project. Across the 2 ½ year duration, the Sequana team led and supported a project team of up to 17 personnel, who constituted a blend of consultant and internal resources. Sequana resources on the project included the Project Director, Senior Project Manager, two Project Managers, Communications Manager, Project Systems Advisor, OHS Advisor, and Procurement Advisor. Under the guidance of the Sequana team, the project is currently on track to be delivered on time and within budget.
