  • To secure the energy supply for the country and move towards net zero, legislations and policies need to be more aligned across the states

With multiple legislations and regs at a Commonwealth level and each State having its own legislation regs, it’s easy to lose sight of the woods for the trees and caught up in the micro details. Everyone involved, whether the developer, the regulator, or the community, needs to stay focused on the end goal of projects having a net environmental outcome, not building a wind farm that requires the removal of tracts of native vegetation or a transmission line that fails to consider areas of CHS in the pursuit of delivery clean energy. In my mind, the biggest challenge is getting the right site in the first place! The key to projects of this scale is to start early, plan early, and start assessments and consultation early. Proponents want to avoid surprises, escalating costs, and design changes. Commencing ecology at the very start of the project is vital to understand the environmental characteristics of the site and any potential impacts and avoidance and management measures. It is indeed important to start the engagement plan early in collaboration with the communities and First Nations people. What we see as successful initiatives is to design locally focused benefit-sharing programs that are co-designed with the local communities and other stakeholders. These approaches need to have a particular focus on the neighbours that are directly impacted by the project and remain transparent, respectful, and clear on the outcomes and timeframes at all times.
